PURPOSE: The Administration for Children and Families (ACF) conducted a Focus Area Two monitoring review from January 16, 2024, through January 19, 2024, in accordance with the requirements of the Head Start Program Performance Standards and the Head Start Act. The review identified two areas of noncompliance: Health Services (1302.42(b)(1)(i)) and Fiscal Infrastructure (75.302(a)). Orange County Head Start (OCHS) failed to file the SF429-A for years 21 and 22, as required by 75.302(a) and did not ensure that all 1536 participants received an oral health exam. OCHS promptly addressed the noncompliant regulations within the 120-day timeframe, and all necessary corrective actions have been documented and uploaded to the Head Start Enterprise System. OCHS has also developed and implemented additional strategies to ensure continuous quality improvement.
