PROCUREMENT:
The Orange County Procurement Ordinance was adopted in 1992 and has undergone only limited revisions over the past three decades. During that time, procurement processes have experienced significant changes driven by advancements in technology, evolving industry best practices, increased emphasis on transparency and accountability, and the emergence of new procurement methods designed to deliver greater value to public agencies. As a result, staff has undertaken a comprehensive review of the ordinance to evaluate opportunities for modernization and alignment with current procurement practices.
The purpose of this work session is to provide an overview of the proposed ordinance updates and obtain Board feedback on key policy considerations. The recommended revisions are intended to modernize the County's procurement framework, improve clarity and consistency, enhance operational efficiency, expand the procurement tools available to address complex business needs, and better align the ordinance with current practices, technology, and market conditions. The proposed changes are also designed to preserve the core principles of competition, fairness, transparency, and stewardship that have long guided the County's procurement activities.
