PROCUREMENT:
Change Order No. 1 to this task authorization provides additional stormwater construction engineering inspection support. The amendment extends services by three months and includes two full-time inspectors (up to 1,040 labor hours) and additional project quality management coordination to support ongoing County construction activities. This supplemental support is necessary to maintain adequate inspection, documentation, and contractor oversight for ongoing County stormwater construction and MSBU maintenance activities. Existing staff cannot absorb the workload. Stormwater has only two MSBU Engineering Inspectors covering approximately 900 square miles, while the number of ponds requiring aquatic weed-control inspections has increased by 288, or 67%, and the number requiring mowing inspections has increased by 148, or 38%, since 2018. Last year, the two inspectors completed 12,424 inspections, excluding field verification, contractor coordination, resident inquiries, documentation, and reporting responsibilities.
