The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PURPOSE: The Head Start Division requests approval of an amendment to the Orange County Head Start Policy Council By-laws, as required by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Head Start. 

 

The Head Start Policy Council By-laws establish shared governance between the Board, the communities served, and the Policy Council. The Policy Council is comprised of parents of enrolled children, former parents, and community representatives from public, private, civic, and professional organizations.

 

The proposed by-law amendment includes a revision to Article VII, Procedures for Council Meetings, Section A - Regular Meetings that adjusts the schedule of Regular Council Meetings from the third Thursday of each month to the fourth Thursday of each month, with the exception of October. This change will allow additional time for staff to compile required monthly reports, reproduce meeting packets, and ensure timely distribution to Council members in advance of scheduled meetings.

 

All other provisions of the Head Start Policy Council By-laws remain unchanged.

 

The Head Start Policy Council reviewed and approved of this amendment at its meeting on January 21, 2026.
