REMARKS: Kathryn L. Cowden ("Property Owner") applied to the County for an after-the-fact Permit for an existing boat dock on Lake Irma. The application included a request for variance to Section 15-342(a)(8) to reduce the minimum floor elevation from one foot above, to 0.07 feet below the control elevation of Lake Irma. The variance request was heard before the Environmental Protection Commission (EPC) on December 3, 2025, where the EPC voted to recommend approval of the variance to reduce the minimum floor elevation with the condition that a Hold Harmless Agreement is recorded between the applicant and Orange County. The recommendation of the EPC was approved by the Board on March 10, 2026.

The After-the-Fact Dock Construction Permit BD-25-03-022, was issued on March 16, 2026, with a requirement to enter into a Hold Harmless and Indemnification Agreement with the County. This action satisfies that Permit requirement. Property Owner to pay recording fees.
