The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PURPOSE: The Community Action Board (CAB) is responsible for development, review, supervision, evaluation, and making recommendations for final approval of all fiscal and program policies, plans, priorities, proposals, budgets, and any other activities to be conducted by Orange County Community Action. The CAB consists of three sectors: public sector, private sector, and low income community sector. 

The Board appoints the eight members of the public sector, which is composed of up to three County Commissioners, up to three elected officials from three different municipalities located in Orange County, up to two members representing the state of Florida or United States Congress, and one member of the Orange County School Board. The municipality slots rotate among the 11 municipalities in Orange County (Apopka, Belle Isle, Eatonville, Edgewood, Maitland, Oakland, Ocoee, Orlando, Winter Garden, Winter Park, and Windermere).

The term of Melissa Byrd, Orange County School Board representative, will expire December 31, 2024. The Orange County School Board has recommended Vicki-Elaine Felder to succeed Ms. Byrd as its CAB representative with a term expiring December 31, 2028. A copy of Ms. Felder’s advisory board application for appointment is available upon request.
