PROJECT: HOME-ARP Grant Agreement, Grant Number M21-UP120213, Amendment #1
PURPOSE: On March 11, 2021, the American Rescue Plan (ARP) was signed into law to provide funding to address the continued impact of the COVID-19 pandemic. To address the need for homelessness assistance and supportive services, a portion of ARP funds was appropriated to be administered through the HOME Investment Partnerships (HOME) Program. Orange County, as a recipient of HOME funds, received an allocation of $10,554,916 to be spent during a period of six years on eligible activities for qualifying populations.
On October 26, 2021, the County executed the HOME-ARP Grant Agreement for the full allocation amount. Additionally, on March 7, 2023, the HOME-ARP Allocation Plan was adopted as an amendment to the 2021-2022 One-Year Action Plan. The approved program budget included supportive services ($1M), tenant-based rental assistance ($5M), development of affordable housing ($3M), and program administration.
On May 27, 2025, the U.S. Department of Housing and Urban Development (HUD) notified the County that an administrative error was discovered in the allocation of the HOME-ARP funds, which resulted in Orange County being allocated less funds than it w...
