Approval to award Invitation for Bids Y24-787-CC, Utilities Gravity Rehabilitation and Renewal Replacement Package 6, to the low responsive and responsible bidder, R.P. Utility & Excavation Corp., in the total contract award amount of $3,883,012. ([Utilities Department Engineering Division] Procurement Division).

PROCUREMENT:
Work under this contract consists of manhole replacements, gravity main point repairs, gravity main replacements, and segment lining. The work will extend the useful life of the system and result in a reduction in unscheduled maintenance due to emergency repair calls. This project is located in District 4.
FUNDING:
Funding is available in account number 4420-038-1500-0061-6340.
APPROVALS:
The Utilities Engineering and Business Development Divisions concur with this recommendation.
REMARKS:
Three bids were received in response to the Invitation for Bids and were evaluated for responsiveness, responsibility, and price reasonableness. Prime Construction Group, Inc. and SanPik, Inc were deemed non-responsive by the Procurement Division based on the analysis provided by the Business Development division which identified that the M/WBE participation goal was not achieved, and sufficient good faith effort documentation was not provided. The bid submitted by R.P. Utility & Excavation Corp. is considered reasonable based on the engineer's estimate and current market factors. References provided were satisfactory for this type of work and R.P. Utility & Excavation Corp. has been determined to be responsible. Therefore...
