PURPOSE:
I am pleased to announce the appointment of John Westmoreland as the Deputy Fire Chief of the Orange County Fire Rescue Department.  

Chief John Westmoreland has dedicated nearly 22 years to the Orange County Fire Rescue Department, beginning his career in May 2004. Throughout his service, he has progressed through various ranks, including Firefighter, Engineer, Lieutenant, Battalion Chief, Assistant Chief of Operations, Division Chief of Logistics, and Acting Deputy Chief of Fire Administration. 

As the Deputy Fire Chief, Chief Westmoreland will provide executive oversight for the Communications, Logistics, Planning and Technical Services, and Office of Emergency Management divisions. He will also oversee the Safety and Wellness section and function as the department's liaison to the Human Resources division. The management of these divisions is essential to the department's daily operations and supports the readiness of nearly 1,700 members. 

Chief Westmoreland is a graduate of the University of Central Florida, where he earned a Bachelor of Science in Business Administration and Management Information Systems, a Graduate Certificate in Emergency Management and Homeland Security, and a Master’s in Public Administration.  

Chief Westmoreland will assume his new role as Deputy Fire Chief on March 15, 2026, with an annual salary of $214,032. His resume is attached for your review.
