The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PURPOSE: On June 20, 2023, and July 30, 2024, the Board approved reimbursement resolutions to allow funding of Orange County Utilities (OCU) projects with proceeds from future tax-exempt financing. OCU has used system revenues to fund projects during construction and/or acquisition phase, but now the 2025 Bonds are needed to secure long-term financing. The proposed resolution will authorize up to $150 million in bonds to reimburse the County for expenses related to completed projects (approximately $81.6 million) and to finance other budgeted projects on the 2025 Bonds Project list. Additional information regarding the transaction is included.
