In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PURPOSE: The City of Orlando and Orange County entered into the Eastern Regional Reclaimed Water Distribution System (ERRWDS) Reimbursement and Service Agreement on March 3, 2008. The ERRWDS Agreement governed the construction, use, and cost share for a) the City’s reclaimed distribution system from Iron Bridge through portions of the County’s reclaimed water service area and b) the County’s pipeline that is integrated into the ERRWDS system. The ERRWDS Agreement currently provides the County with 4.0 million gallons per day (mgd) of transmission and wet weather capacity in ERRWDS, and the City with 0.3 mgd of transmission and wet weather capacity in the County’s 24-inch pipeline on Narcoossee Road.
The Amended and Restated ERRWDS Reimbursement and Service Agreement increases the County’s transmission and wet weather capacity from 4.0 mgd to 6.0 mgd, increases the City’s transmission and wet weather capacity from 0.3 mgd to 2.3 mgd, and accounts for all currently known connection points to both the City and County pipelines. This agreement provides both the City and County with an additional 2 MGD of reclaimed water capacity at minimal cost to either party.
The City of Orlando executed the agreement on July 13, 2026.
The County Attorney’s Office and Risk Management reviewed the Agreement and find it acceptable as to form. Utilities Department staff recommends approval.
