PROCUREMENT:
This purchase order will procure services for the recycling of debagged yard waste for the remainder of this fiscal year, for the period of August 2, 2024 through September 30, 2024 while a new procurement process is initiated. The resolicitation is projected to be issued by mid-August.
FUNDING:
Funding is available in account number 1006-038-1250-3197.
APPROVALS:
The Solid Waste Division concurs with this recommendation.
REMARKS:
On August 6, 2019, the Board authorized award of Contract Y19-1078 to Raynor Shine Services, LLC, for recycling of residential yard waste, in the amount of $2,880,000 for an initial three-year term, with the option to renew the contract for two additional one-year terms. In late July 2024, Raynor Shine Services, LLC notified the County they will no longer be able to collect the yard waste as provided in the contract due to the shutdown of their recycling facility. Raynor Shine Services, LLC's inability to perform services per the terms of the contract presents a substantial service disruption to our waste collection process as this service is a critical part of the operation. As a result, the Solid Waste Division has an urgent need to contract another vendor to continue services while a new contract is solicited.
