Vision 2050/Orange Code Update. (Planning Division)

PROJECT: Vision 2050 / Orange Code
PURPOSE: The primary purpose of the March 25 Work Session is to update the Board on the progress of the Vision 2050 and Orange Code initiatives since the December 2024 Board Work Session, as we prepare for adoption public hearings scheduled for this spring.
The session will focus on presenting the recently drafted Vision 2050 policies and Orange Code processes, specifically addressing potential public school capacity concerns identified by Orange County Public Schools (OCPS) within the Targeted Sector. In coordination with OCPS Chairperson Teresa Jacobs and staff over recent months, the proposed policies and processes aim to limit residential densities in the Targeted Sector to pre-Vision 2050 adoption levels due to school capacity constraints. However, they also provide options for applicants to pursue densities aligned with Vision 2050 Place Types.
Staff will also highlight other significant updates to Vision 2050 and Orange Code, including the new application processes and how the Board will retain the negotiating ability to add restrictions on rezoning applications and conditions to Master Plan applications.
Additionally, the session will introduce the methodology used by the URBAN3 consultants to measure fiscal impacts of smart growth, which informs the Fiscal Sustainability Tool being developed for Orange County as part of Vision 2050.
