PROCUREMENT:

This purchase order will provide professional services to conduct a comprehensive space study at the Orange County Courthouse complex, Apopka Service Center, Ocoee Service Center, New Courthouse at Metric Drive in Winter Park, and the Thomas S. Kirk Justice Center.  The project is located throughout Orange County.

FUNDING:

Funding is available in account number 1023-043-2054-3110.

APPROVALS:

The Capital Projects Division concurs with this recommendation.

REMARKS:

DLR Group, Inc. has extensive knowledge of the Orange County Courthouse Complex, as well as the additional satellite Circuit Court locations. DLR Group, Inc. has completed two previous space studies in 2007 and 2017 and recently designed renovations of the 13th and 15th shell floors. Due to their previous work at the courthouse, they already possess the base-line information for the building which will save the County time and money.

Price reasonableness was established by review of similar scopes of work from previous sole source procurements with DLR Group, Inc., specifically Purchase Order M106443 from January 2022, whereby the rates proposed show a modest increase of approximately 5% to 10% over three years. Typical annual increases of 4% to 5% are common throughout the industry and are found to be reasonable in this procurement.
