PURPOSE:
On April 22, 2025, the Board approved the Local Agency Program Agreement (LAP) where the Florida Department of Transportation (FDOT) provided $643,046 for design of the Rock Springs Road Complete Streets Project in Fiscal Year 2024/2025. Based on the negotiated design contract, this Supplemental Agreement adds $10,275 in additional FDOT funding in Fiscal Year 2025/2026. No funding from Orange County was needed under the original LAP Agreement nor required under this supplemental agreement. FDOT is requesting Orange County’s approval of the resolution and supplemental agreement.
The project limits on Rock Springs Road are from Welch Road to Lester Road and includes design of intersection improvements at the north Publix entrance and at Lester Road, access management improvements, new and upgraded traffic signalization, signage and pavement markings, street lighting, ADA improvements, utility adjustments, and permitting. The project length is approximately 2,835 feet.
The County Attorney’s Office, Risk Management Division, Public Works Engineering Division, and Transportation Planning Division have reviewed this Agreement and find it acceptable.
