PROJECT: LIUNA Decertification by the Public Employees Relations Commission (PERC)
PURPOSE: On August 23, 2024, Human Resources informed the Board that the Public Employees Relations Commission (PERC) had revoked the certification of LIUNA Local 517. The revocation was caused in part by LIUNA's failure to timely renew its registration and petition PERC for recertification within one month of completing the registration renewal. This is necessary when less than 60 percent of eligible employees pay union dues.
The revocation of LIUNA's certification renders all employment terms and conditions outlined in the Board-approved agreement with LIUNA void, despite the agreement not expiring until September 30, 2025. Consequently, all aspects of the agreement including pay, benefits, seniority, working conditions, and other provisions are no longer in effect and will revert to County's policy, provided the policies include similar provisions.
Due to the revocation affecting various elements of the impacted employees' compensation that are not presently addressed by County Policy, Board approval is requested to continue the following Articles and Appendices from the Agreement through September 30, 2025:
- Article 23 (Working Out of Classification)
- Article 25 (Wages)
