PROJECT: Downtown Orlando Community Redevelopment Agency redevelopment area expansion.

PURPOSE: The City of Orlando proposes expanding its Downtown Community Redevelopment Agency (CRA) boundary and amending its CRA Redevelopment Plan to include approximately 47 acres adjacent to Camping World Stadium. Expanding the CRA to include this area will provide funding for improvements to enhance the visitor experience for stadium events and address the needs of nearby residents. The Downtown CRA completed a study of the conditions in the proposed expansion area and determined slum or blight existed, warranting expansion of the Downtown CRA to include the area around Camping World Stadium. In April 2026, the Downtown CRA and Orlando City Council approved several items related to this request, including a resolution declaring the existence of slum or blight in the proposed expansion area; however, pursuant to the Second Amended and Restated lnterlocal Agreement among Orange County, the City of Orlando and the Downtown CRA, dated August 6, 2007, as amended from time to time (the "lnterlocal Agreement"), the Board must also approve the City/CRA's resolution declaring the existence of slum or blight to ultimately expand the CRA.
