PURPOSE: The Florida Network of Youth and Family Services, Inc. delivers a wide range of programs aimed at preventing juvenile delinquency, fostering positive youth development, and strengthening families.

 

Orange County is seeking approval to enter into a five-year agreement with the Florida Network of Youth and Family Services, Inc., in the amount of $987,016.16, for the Stop Now and Plan (SNAP) Youth Justice Program. The contract performance period is July 1, 2025, through April 14, 2030. Developed by the Child Development Institute, SNAP is a proprietary, evidence-based cognitive behavioral model recognized by the Florida Department of Juvenile Justice for its proven effectiveness in reducing recidivism and improving outcomes for justice-involved youth ages 12 through 19.

 

Youth referred to the SNAP Program must be under the supervision of the Department of Juvenile Justice. The program targets youth currently under community supervision, including those on probation, conditional release, or post-commitment probation.

 

This contract supports Orange County’s ongoing efforts to intervene early and reduce the likelihood of further law enforcement contacts and/or gang membership among youth between the ages of 12 and 19 who are involved in the juvenile justice system.
