PURPOSE: On March 30, 2026, Orange County’s Office of the Medical Director/EMS Division received an application from DDD Enterprises LLC. d/b/a Care Medical Transportation (“Care Medical”) for a Certificate of Public Convenience and Necessity (COPCN) to provide interfacility basic life support transport services in Orange County, Florida. 

In accordance with Section 20-95 of the Orange County Code, Orange County’s Emergency Medical Services Advisory Council (EMSAC) met on May 27, 2026, to evaluate the countywide emergency medical services system and review Care Medical’s application. At the conclusion of the meeting, the EMSAC found that the issuance of an additional COPCN is not in the interest of the public convenience and necessity and voted to recommend that the Board deny Care Medical’s application. On June 15, 2026, Orange County EMS submitted a memorandum to the Board also recommending the denial of Care Medical’s application.
