PURPOSE:
The original emergency purchase order authorized slip lining of an approximately 400-foot segment of existing 48-inch corrugated metal pipe (CMP) along the east side of 9806 Mohrs Cove Lane, Windermere, FL 34786. The pipe, which serves as the outfall to Lake Down for MSBU Ponds 6289 and 6266, is severely deteriorated and shows signs of partial collapse between Manholes A and B. Because the system is located between residential properties, repairs are critical to prevent upstream flooding and protect nearby homes and infrastructure. During construction, two unforeseen site conditions were encountered that exceeded the original project scope and necessitated Change Order No. 2.

First, a diver inspection identified an additional approximately 85-foot downstream pipe segment between Manhole B and Lake Down with significant silt accumulation and structural deterioration requiring cleaning and slip lining rehabilitation to restore structural stability and conveyance (Task 1 in the attachment). Several open-cut replacement alternatives were evaluated; however, estimated construction costs ranged from approximately $573,318 to $718,318, excluding project expenses associated with cofferdams, dewatering, marine equipment, environmental controls, maintenance of traffic, utility coordination, permitting, restoration, extended construction duration, and contractor overhead.
