Approval to award Invitation for Bids Y24-1037-CR, Storm Sewer Slip Lining Rehabilitation, to the low responsive and responsible bidder, Inliner Solutions, LLC, in the estimated contract award amount of $5,296,000 for a one-year term. Further request Board authorization for the Procurement Division to renew the contract for two additional one-year terms. ([Public Works Department Roads and Drainage Division] Procurement Division)

PROCUREMENT:
Work under this contract shall consist of repair and/or restore stormwater lines, including installation of a Resin Impregnated Cured In Place Pipe lining, site preparation, clean up and hauling off unsuitable materials.
FUNDING:
Funding is available in account number 1002-072-2906-3816.
APPROVALS:
The Roads and Drainage and Business Development Divisions concur with this recommendation.
REMARKS:
Four bids were received in response to this Invitation for Bids (IFB) and were evaluated for responsiveness, responsibility, and price reasonableness. Gulf Coast Underground LLC. was deemed non-responsive by the Procurement Division, based on the analysis provided by the Business Development Division, which identified that the M/WBE participation goal was not achieved, and sufficient good faith effort documentation was not provided. Instituform Technologies LLC. and LMR Construction, Inc., were deemed non-responsible for failure to meet the similar project requirements prescribed in the IFB.
