PURPOSE: The Head Start Division requests Board approval of the Services and Data Sharing Agreement between Orange County, Florida and The Nemours Foundation. Nemours will provide the Reading BrightStart! Level Once curriculum, teacher training, bi-weekly classroom coaching in three Head Start classrooms, and participation in the Certified Trainer Course. All at no cost to the County.

The County will supply de-identified student data needed to evaluate literacy outcomes for academic years 2025-2026 and 2026-2027, consistent with the Family Educational Rights and Privacy Act. Nemours will return evaluation results at the end of the 2026-2027 academic year.

Ther is no cost to the County. Insurance requirements, background screening, and onsite access provisions have been incorporated due to Nemours staff entering County classrooms.

The Agreement term runs through September 30, 2027.

The County Attorney’s Office and Risk Management Division have reviewed the Agreement for compliance and policy alignment.
