PROJECT: Vision 2050 Adoption Ordinance Amendment

PURPOSE: During the July 14, 2026 work session, staff will update the Board on a proposed amendment to the Vision 2050 Adoption Ordinance approved on June 3, 2025, and present a series of implementation options for discussion as part of the effort to restore statutory compliance. The proposed amendment is being advanced in response to FloridaCommerce's determination that Vision 2050 is null and void pursuant to Chapter 2025-190 Laws of Florida (formerly Senate Bill 180). Staff is recommending a re-adoption process, with public hearings anticipated in August and September 2026, and a target effective date of December 2026. The proposed amendment would not modify the Vision 2050 development framework or its adopted goals, objectives, and policies. Rather, it would amend the prior adoption ordinance to address the compliance issues identified by FloridaCommerce while preserving the Board's previously adopted Comprehensive Plan. During the work session, staff will present several implementation options for Board consideration, including a recommended approach, and discuss how it could support an orderly transition to the Vision 2050 framework following re-adoption. The Board will also receive an overview of the proposed re-adoption schedule, discuss the advantages of maintaining the adopted Vision 2050 plan in its current form while limiting amendments to the adoption ordinance, and review opportunities to advance pending Comprehensive Plan initiatives and other Board-directed planning efforts once compliance is restored.
