PURPOSE:
Concerned citizens have requested that Orange County access the posted speed along Moss Park Road from Narcoossee Road to Lake Mary Jane Road.  They expressed that the posted speed is too high and inconsistent, ranging from 35mph to 55mph in a 4.2 mile stretch of the corridor, presenting a safety risk.  Staff gathered traffic volumes, crush data, current and future density as the primary considerations for the speed reduction analysis along the Moss Park Road corridor. 

The Florida Department of Transportation uses a Context Sensitive Road classification when determining Target Speed.  Target Speed is the highest speed at which vehicles should operate on a thoroughfare in a specific context, consistent with the level of multi-modal activity generated by adjacent land uses, providing both mobility and a supportive environment for vehicles, pedestrians, bicycles, and public transit users. This corridor fits a C3R-Suburban Residential with an allowable target speed ranging from 35mph-55mph. 

Therefore, considering the accident rate within the corridor, the residential nature of the area, proximity of recreational areas, presence of crosswalks, and the reduction in the posted speed limit on Moss Park Road after Lake Mary Jane Road drops to 30mph, staff recommends adjusting the posted speed to 40mph from Narcoossee Road to Lake Mary Jane Road.
