PROJECT: State-Funded Grant Agreement FY 2025 Emergency Preparedness and Assistance Grant, Agreement No: A0538
PURPOSE: The State of Florida Division of Emergency Management awarded Orange County the FY 2025 State-Funded Emergency Preparedness and Assistance Grant (EMPA) in the amount of $105,806. This funding will be available July 1, 2025, through June 30, 2026. The EMPA is an annual grant that allows Orange County to continue preparing, implementing, evaluating, and revising our Emergency Management Program. Orange County will be reimbursed for costs incurred in the satisfactory performance of work in an amount not to exceed $105,806. In accordance with the FY 2025 EMPA Agreement, Exhibit 2-EM Director Certification, Orange County will annually certify its commitment to employ and maintain a full-time Emergency Management Director to receive EMPA funding. The State of Florida Division of Emergency Management has issued a Program Notice regarding Section 29 of the EMPA agreement. As a result of the revision of federal grant regulations, “affirmative steps” for socioeconomic outreach outlined in Section 29 are no longer a mandatory requirement. A copy of the Program Notice has been included with this submission.
