Selection of one firm and an alternate to provide Recycling Improvement Consulting Services, Request for Proposals Y25-185-KK, from the following firms listed alphabetically:

Further request Board authorization for the Procurement Division to negotiate and execute a contract within a not-to-exceed budget of $2,605,758 for a three-year term.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm if we are unable to come to a favorable negotiated agreement and commence negotiations with the next ranked alternate until a successful negotiation is reached. PROCUREMENT:
This contract procures consulting services utilized by the Solid Waste Division to support the Recycling Quality Improvement Program by conducting field work and administration, waste and recycling composition studies, and other services.
FUNDING:
Funding is available in account number 1006-038-1210-3197.
APPROVALS:
The Utilities Department concurs with this recommendation.
REMARKS:
Two proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria established in the RFP. The Procurement Committee evaluated the proposals July 9, 2025. Commissioner Michael Scott was assigned to the Procurement Committee.
