In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Confirmation of the Mayor’s managerial appointment of Carlos R. Durden as Emergency Manager - Office of Emergency Management, Orange County Fire Rescue Department.

PURPOSE: I am pleased to announce the appointment of Carlos R. Durden as the Emergency Manager of our Office of Emergency Management.
Mr. Durden has over 29 years of experience in the emergency management field, having served as an emergency manager for 18 years in the United States Air Force, as well as having served as the Assistant Emergency Manager of the Orange County Office of Emergency Management for the past six years.
During his tenure as our county’s Assistant Emergency Manager, Mr. Durden has been instrumental in helping lead our team through numerous high-profile emergency response events, including our response to the Covid-19 pandemic as well as numerous major hurricanes and severe weather events.
Mr. Durden has extensive experience in working within all aspects of our Office of Emergency Management, including the oversight of state and federal reimbursement applications and coordination with the state of Florida’s Division of Emergency Management.
Mr. Durden will begin his role as our Emergency Manager on June 21, 2026, and his annual salary will be $149,988. His resume is attached for your review.
