PURPOSE:
The Roadway Agreement Committee has reviewed a Proportionate Share Agreement for Proportionate Share Agreement for McDonald’s #009-2840 “Clarcona” Apopka Vineland Road & Clarcona Road ("Agreement”) by and between APD Clarcona, LLC and Orange County for a proportionate share payment in the amount of $458,090. Pursuant to Section 163.3180(5)(h), Florida Statutes, an applicant may mitigate capacity deficiencies by entering into a proportionate share agreement and contributing a proportionate share payment. The proportionate share payment is due within 90 days of the effective date of this Agreement.
The Agreement follows the recommendation of the Roadway Agreement Committee providing for the mitigation of road impacts for four deficient trips on the road segment of Apopka Vineland Road from A.D. Mims Road to Clarcona - Ocoee Road in the amount of $46,863 per trip, six deficient trips on the road segment of Apopka Vineland Road from Clarcona - Ocoee Road to Gilliam Road in the amount of $25,511 per trip, and four deficient trips on the road segment of Clarcona Road from Gillliam Road to Keene Road in the amount of $29,393 per trip.
The Roadway Agreement Committee recommended approval on October 14, 2026. The Specific Project Expenditure Report and Relationship Disclosure Forms are on file with the Transportation Planning Division.
