PURPOSE: The County desires to provide youth and children programs in the westside of Orange County, specifically in East Winter Garden. The Boys and Girls Clubs of Centra Florida, Inc. (BGCCF) has collaborated with the City of Winter Garden to construct a new building on a portion of property owned by the city located at 459 9th Street, Winter Garden 34787 (parcel# 12-22-27-6496-14-003). The project consists of constructing a 20,000 sq. ft. building and associated parking and infrastructure improvements.

 

On January 13, 2026, the Board approved a funding agreement that authorized the County to contribute to the project construction revenue in the amount of $440,000 to be issued within 45 days of the issuance of the certificate of occupancy for the project. The funding agreement was set to expire July 19, 2026.  The certificate of occupancy was issued July 30, 2026.  Staff received proof of a certificate of occupancy for the new facility and is recommending approval of an amendment to the funding agreement with BGCCF to extend the term to December 31, 2026 and provide $440,000 for the construction costs.
