PROJECT: N/A

PURPOSE: The County's Mental Health and Homelessness Division ("Division") has identified a duplication of efforts between the Central Receiving Center ("CRC") Governing Board and the Orange County Mental and Behavioral Health System of Care Community ("Gaps") Implementation Team (both of which were created by the Orange County Mayor in 2002 and 2023, respectively). Accordingly, the Division recommends dissolving the CRC Governing Board and Gaps Implementation Team and creating a new, single board to be called the Orange County System of Care Commission ("Commission"). This Resolution creates the Commission and establishes the Commission's membership, duties, and responsibilities. The Commission will lead cross-sector coordination and alignment, drive continuous quality improvement, and implement a shared strategic framework to actively reduce challenges related to mental health, substance use, and homelessness, as supported by the Division and other system members. The Commission will also make recommendations to the Division and the Board.

The Commission will meet at least quarterly and will be co-chaired by the Chief Judge for the Ninth Judicial Circuit and a current Orange County Commissioner (as designated or appointed by the Orange County Mayor). The Comm...
