PURPOSE: Working with regional partners, Orange County continues to develop innovative projects designed to promote community engagement and workforce sustainability.  On August 8, 2023, the Board approved an agreement allowing Orange County Utilities to partner with the School Board of Orange County (OCPS) for the H2O Pipeline project, a workforce development program offered to high school seniors at University High School through June 30, 2026.  The Water and Wastewater Treatment Technologies Career Preparatory Program Training Agreement allows for the continuation of the H2O Pipeline Project through June 30, 2030; allows the option for the program to be taught in any OCPS school; updates the program to comply with current Florida Department of Education standards; and provides a payment schedule through 2030 for OCPS to pay one part-time Orange County instructor to teach the program. 

The County Attorney’s Office and Risk Management Division reviewed the agreement and find it acceptable as to form.  Utilities Department staff recommends approval.
