PROJECT: N/A
PURPOSE: For the past 26 years, the Intergovernmental Transfer Program has served as an important funding mechanism supporting Orange County’s Primary Care Access Network (PCAN). Through the Medicaid Low Income Pool (LIP), the program helps support health care services for uninsured and underinsured residents. Orange County participates in LIP by providing a portion of the non-federal share required for the program. These funds are transferred to the Florida Agency for Health Care Administration (AHCA), which uses them to draw down additional federal Medicaid funding and make LIP payments to participating federally qualified health centers. To participate in the program, Orange County must execute Letters of Agreement (LOAs) with AHCA specifying the County’s contribution. For Fiscal Year 2026-27, the proposed LOAs support two PCAN partners: Community Health Centers in the amount of $1,020,314 and Central Florida Family Health Center (True Health), in the amount of $284,457.50. Staff is requesting approval and execution of the LIP LOAs between Orange County and AHCA.
