Approval to award Invitation for Bids Y25-774-JF, Orange County Utilities Pump Station F3146 Rehabilitation Project, to the low responsive and responsible bidder, Prime Construction Group, Inc., in the total contract award amount of $3,625,798.99.

PROCUREMENT:
The project includes the installation of a new odor control system, new generator with fuel storage tank, site grading, raised electrical building, replacement of all electrical equipment, new power distribution and automatic transfer switches, vertical frequency drives switchboards, and installation of programmable logic controller control panel with programing and SCADA integration. The project is located in District 5.
FUNDING:
Funding is available in account number 4420-038-4906-3810.
APPROVALS:
The Utilities Engineering Division concurs with this recommendation.
REMARKS:
Two bids were received in response to this Invitation for Bid (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted by Sawgrass, Inc., was deemed non-responsible for failing to meet the reference requirements prescribed in the IFB. The bid submitted by Prime Construction Group, Inc. is considered reasonable based on comparison to the engineer's estimate. The references provided were satisfactory for this type of work and Prime Construction Group, Inc. has been determined to be responsible. Therefore, the award is recommended to Prime Construction Group, Inc.
