PURPOSE:
On April 26, 2011, the Board approved an interlocal agreement with The Florida Virtual School (FLVS) to utilize proceeds under the Dori Slosberg Driver Education Safety Act, Florida Statute 318.1215. Under the terms of the Act, the Board authorized a $3 fine on each civil traffic penalty (excluding parking fines) for the purpose of providing enhancements to school driver education safety programs for students residing within Orange County. The agreement includes that FLVS uses a subcontractor, which is the United Safety Council, to provide all behind the wheel training at a per student rate per two-hour session at no additional cost to the student. The agreement further states that the training rate may change dependent upon the contractual agreement between FLVS and the subcontractor and upon approval by the Orange County Board of County Commissioners.
There have been two rate adjustments since 2011, one increase in 2014 from $88 to $93 per student, and one in 2022 from $93 to $107 per student. As a result of increases in fuel, labor, vehicle costs and maintenance, and insurance costs, FLVS is requesting the Board approve an increase in the contracted training rate from $107 to $150.87 per student per two-hour session at no additional cost to the student, effective July 1, 2025.
