The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PURPOSE: Orange County adopted a Stormwater Utility Ordinance in 1996. However, the decision at that time was to set the fee at $0 and it has remained at that level to the current day. The mayor’s Transition Team Report of 2018 identified a long-term action plan of utilizing the Stormwater Utility fee as a funding source to address stormwater and water quality. At the close of the two-part series of stormwater management work sessions on May 23, 2023, tasks were identified to move Orange County to a more resilient community. One of the tasks was to complete the Phase 1 Stormwater Utility Feasibility Study.
The presentation will cover the tasks completed in the Phase I study. This will include the analysis of the current stormwater programs and levels of service provided by the county including program administration, capital projects, operation, and maintenance. Areas of improved level of service will be discussed as well as options for a rate methodology. Finally, the next phase of the study will be presented which will finalize impervious surface analysis, develop billing rate, determine credit policies, revising the ordinance, and conduct stakeholder engagement. Phase 2 is expected to take place within the next two years and during that phase, there will be multiple updates to the Board.
At the conclusion of the presentation, we will be seeking guidance from the Board on whether to move forward with Phase 2 of the study at this time.
