Approval and execution of Chilled Water Service Agreement between Orlando Utilities Commission and Orange County for Orange County Convention Center Phases I-V. (Facility Operations Division)

PURPOSE: This service agreement will provide chilled water service to all phases of the Orange County Convention Center (OCCC). This agreement has an initial term of 20 years with the ability to renew for a 10-year period after the initial term pursuant to the terms and conditions of the agreement.
BACKGROUND: In October of 2000, Orange County entered into a chilled water service agreement with the Orlando Utilities Commission (OUC) to provide chilled water energy to the OCCC campus. That agreement transferred County-owned chilled water production assets at the OCCC to OUC to own and maintain throughout the term of the contract. It also allowed for OUC to begin a chilled water energy business venture in the convention district, which allowed for the OCCC to forgo the cost of constructing a separate chilled water plant to serve the OCCC's North/South campus. This new agreement contemplates OUC building a new chilled water plant outside of the OCCC campus to serve the OCCC and other customers within the convention district. As part of the terms of the agreement, OUC is responsible for decommissioning of the existing chilled water plant on the West campus of the OCCC. This will provide valuable real estate back to the convention center as well as a large amount of electrical capacity.
