PROCUREMENT:
This amendment will extend the contract for the period of February 1, 2026 through September 30, 2026 while a formal solicitation process is completed. The estimated total revenue to the Contractor for the duration of the extension is projected to be $800,000. The re-solicitation was structured as a 3-phase Request for Proposals, which is currently under evaluation by the technical committee for Phase 1.
APPROVALS:
The Corrections Department concurs with this request.
REMARKS:
This contract provides phone services for inmates at the Corrections Department. Additionally, the contract provides some pay phone services at various locations throughout the County.
On May 19, 2015, the Board authorized award of Contract Y15-114 to Global Tel*Link Corporation for a five-year term. This is a revenue generating contract expected to contribute approximately $5.6 million to the general revenue fund during the contract's initial five-year term. The contract was approved for two additional one-year renewal terms.
The Federal Communications Commission (FCC) published a final rule capping the rates that service providers can charge incarcerated people for making phone and video calls from correctional facilities.
