The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PURPOSE: Chapter Five of the Orange County Code of Ordinances, related to animal welfare enforcement, has not been significantly updated since 2005. In an effort to address longstanding issues in this area, Animal Services is proposing ordinance changes which will broaden mandatory spay/neuter, to reduce the number of unwanted/unplanned litters of pets; increase enforcement opportunities related to unethical sales of puppies and kittens; promote responsible pet ownership through increasing mandatory pet microchip identification; update stray hold times in the shelter in order to be more consistent with benchmark and neighboring municipalities; codify the current trap-neuter-return program; and ensure compliance with the newly enacted CS/HB 593 related to “dangerous” dogs. The November 18, 2025 work session will present a brief background on Animal Services and information on the proposed ordinances changes, as well as expected results. The work session will also detail next steps, including a public hearing where the board will consider approval of ordinance changes discussed at this work session.
