PURPOSE: On October 14, 2025, the Orange County Board of County Commissioners approved Ordinance 2025-27, expanding Orange County from six to eight commission districts. This expansion necessitated the Supervisor to review proposed recommendations for a revised precinct structure to accommodate the new commission districts while ensuring the precincts would continue to be composed of contiguous and compact areas as nearly as practicable. The Supervisor has completed its proposed updates to the County's precinct boundary structure, as detailed below.
Under the new structure, the Supervisor proposes to:
? Create 15 new precincts, for a total of 265 precincts;
? Adjust 58 existing precincts to align with the new Commission District boundaries, 38 of which impact fewer than 1,000 voters;
? Maintain the boundaries of 192 precincts, either leaving them unchanged or making only minor adjustments that impact zero voters; and
? Renumber all 265 precincts to provide a clear and logical structure.
If approved, the updated precinct structure will take effect on January 12, 2026, and will be in place for the August 18, 2026, primary election and for all future elections until and unless a subsequent modification is approved by the Supervisor and the Board of County Commissioners. In accordance with state law, these changes will require the Supervisor to mail new voter information cards to every active registered voter in Orange County, approximately 820,000 voters.
