August 26, 2025 School Impact Fee Study Advisory Committee Appointments

 

PURPOSE: When the school impact fee ordinance was updated in 2005, the Board created an advisory group (School Impact Fee Study Advisory Committee) charged with recommending a consistent methodology for subsequent impact fee updates (Sec.23-167(b) Orange County Code). The School Board has initiated an update to the current fee study; therefore, the advisory committee needs to be reconstituted. The school impact fee study and ordinance was last updated in 2021.

The School Impact Fee Study Advisory Committee is comprised of seven members: three appointed by the School Board and four appointed by the County. One of the County’s appointees represents the Greater Orlando Builders Association and they have selected Lee Steinhauer as their representative. For the three Orange County representatives, staff requests the selection of Logan Opsahl, Dottie Wynn, and Eric Marks. The latter two representatives served on the committee in 2018 and are willing to serve again. 

On June 10, 2025, the School Board appointed Rob ”Bob” Olsen, Roy Messinger, and Pat Knip to the Advisory Committee (see attached).
