PURPOSE: In the November 2024 general election, voters approved an amendment to the County charter increasing the number of County Commissioners from six to eight. As a result, the Board of County Commissioners (Board) must conduct a mid-decennial redistricting process to add the two new districts and adjust the district boundaries in accordance with federal, state, and local laws. To assist with this effort, the Board is creating a citizen advisory committee, as done in the past years. The body will be the 2025 Mid-decennial Redistricting Advisory Committee or MRAC.

The 15-member MRAC will be composed of:

                     - Three members nominated by the Orange County Mayor, with two serving as
                      Co-Chairs.
                     - Two members nominated by each of the six County Commissioners. 

To ensure public participation, the Board sets the following meeting requirements:

                     - At least one public meeting in each of the six current districts.
                     - Public comments allowed at all meetings.
                     - In-person meetings will be held at accessible public locations. 

The MRAC will present their final recommendations to the Board by September 15, 2025.  The Board must adopt adjusted district boundaries by November 1, 2025, ensuring completion for the 2026 elections.

Attached is the resolution establishing the Orange County Mid-Decennial Redistricting Advisory Committee. Staff will provide a brief redistricting overview.
