PURPOSE:
Commissioner Wilson's Report, presented to the Board on October 29, 2024, raised concerns about flooding at the Reams Road, Summerlake Boulevard, and Ficquette Road intersection, as well as along portions of Reams Road during a major storm event. The report highlighted that the wetlands surrounding Lake Hancock, Ficquette Road, and Reams Road appeared to be staging higher water levels due to development encroachment. This flooding posed risks, including isolating residences. As a temporary measure, center medians were removed to allow vehicles to use the centerline; however, this created unsafe conditions for opposing traffic. Additionally, the report noted an increase in development and construction activity, which has contributed to a rise in traffic crashes and incidents of street racing in the area.
In response, the County Administrator scheduled a Work Session for January 7, 2025 to consider temporarily suspending comprehensive plan text and map amendments, rezonings, and special exceptions in the affected area. The directive also emphasized developing options for a construction activity moratorium, except for construction necessary for required roadway infrastructure.
The January 7, 2025 Work Session will provide the Board with a recap of the October 29, 2024 Report, background on the area's historical flooding, updates on ongoing projects addressing these concerns, and potential interim strategies. These strategies will range from immediate measures to longer-term solutions that may require Board approval.
