The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

Vision 2050 and Orange Code Board Discussion

 

PURPOSE: During the September 10, 2024, Board discussion, staff will provide an update on the adoption status of the Vision 2050 and Orange Code initiatives, including opportunities for amendments and modifications in response to issues raised during recent Commissioner-initiated Sunshine meetings. Staff will highlight outstanding issues related to the Vision 2050 Framework and the current draft of the Orange Code, explaining how these may necessitate amendments requiring retransmission to the State Department of Commerce. This may also impact the adoption timeline. 

The revised adoption timeline will facilitate the replacement of the current Zoning in Progress ordinance. This replacement will establish a new acceptance window for processing and reviewing comprehensive plan Amendments, Rezonings, and Special Exceptions until a specified date. Staff will discuss with the Board the effective date and expiration of the new Zoning in Progress ordinance, which is intended to take effect immediately upon adoption of Vision 2050 and Orange code and expire in June 2025. 

The discussion will conclude with staff seeking the Board’s direction on the draft extended adoption timeline, the proposed new Zoning in Progress Ordinance, and the reopening of the application window for certain types of development applications. Additionally, staff will ask the Board to identify any further items to consider during the extended adoption period. 

While staff may seek guidance on specific issues, no formal action by the Board is requested at this time.
