The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PURPOSE: I am pleased to announce the appointment of Franklin Santos as Manager of the Fiscal and Operational Support Division in the Planning, Environmental, and Development Services (PEDS) Department. This division provides fiscal and operational support to the department. In addition to fiscal responsibilities, this division is comprised of two work units with county-wide influence - County Geographic Information Systems (GIS) and Development Services. Mr. Santos's experience with reporting and analytical abilities will be an asset in this role.

Mr. Santos has dedicated over 23 years to working in both the private and public sectors, with an emphasis on organizational management, budgeting, and fiscal and operational support. Eleven of those 23 years were spent working for Orange County Government in the PEDS Department. He spent eight years in the PEDS Fiscal and Operational Support Division as a Senior Contract Administrator and Business Unit Financial Advisor and the last three years as the Assistant Manager of the Neighborhood Services Division. In this role, he supported the Division Manager in leading the day-to-day operations, including managing the budget, overseeing contracts, providing guidance to staff, analyzing financial reports, and establishing performance metrics.
