Selection of one firm and two ranked alternates to provide Federal Lobbying Services, Request for Proposals Y25-163-VS, from the following firms listed alphabetically:
Becker & Poliakoff, P.A.
Cogent Strategies LLC
Porter Group LLC
Further request Board Authorization to the Procurement Division to negotiate and execute a five-year term contract within a not-to-exceed budget of $610,000.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
The consultant will represent the County before the United States Congress and Federal agencies by providing a full range of professional lobbying services and advocacy. The consultant will work closely with the Legislative Affairs Director, Chief of Staff, County Administrator, and appropriate staff to develop the County's legislative agenda and associated strategies.
FUNDING:
Funding is available in account number 0001-023-0390-3197.
DISCUSSION:
Six proposals were received in response to this Request for Proposals (RFP). Pittman Law Group, P.L., The Reserve Component, and TSG Advocates DC LLC scored too low for Board consideration.
Proposals were evaluated by the Procurement Committee on May 29, 2025. Commissioner Maribel Gomez Cordero was assigned to the Procurement Committee.
