PURPOSE: In April 2024, Orange County's EMS, Office of the Medical Director Division notified Orange County's Emergency Medical Services Advisory Council (EMSAC) that Rite Way BLS Services, Inc. ("Rite Way") had applied for a Certificate of Public Convenience and Necessity (COPCN) to provide interfacility basic life support transport services. Pursuant to Section 20-95 of the Orange County Code, EMSAC met on June 26, 2024, to evaluate the countywide emergency medical services system and review Rite Way's application to expand the system by issuing an additional COPCN to provide interfacility basic life support transport services. At the meeting, Emergency Medical Services (EMS) framed the issue, Rite Way presented its application, and EMSAC heard public comment and deliberated. In determining whether the application was in the interest of public convenience and necessity, EMSAC considered the guidelines adopted by the Board in Section 20-95 of the Code. Specifically, EMSAC considered: (1) the number of providers currently providing services and the type and quality of services being provided; (2) the historic number of requests for service; (3) the benefits of the proposed service; (4) the results of the most recent County conducted survey; (5) the written objections to Rite Way's application; and (6) Rite Way's application.
