PROJECT: Florida Department of Transportation Joint Participation Agreement for NPDES Permit FLS000011-004
PURPOSE: The purpose of this Consent Item is to request that the Board approve Supplemental Agreement Number 1 between Orange County and the Florida Department of Transportation (FDOT) to add one additional year of funding to the existing Joint Participation Agreement (JPA) for maintenance of the Watershed Atlas Project. The existing JPA (FDOT Contract No: ASG53) provides $5,000 per year for Watershed Atlas services for five years, with a total contract value of $25,000. Supplemental Agreement #1 adds an additional year of services, bringing the total amount in the JPA to $30,000.
As background, on May 10, 2016, the Florida Department of Environmental Protection (FDEP) issued Orange County National Pollutant Discharge Elimination System (NPDES) Permit 4 (FLS000011-004). FDOT is a co-permittee with Orange County.
Each co-permittee is responsible for meeting the requirements outlined in the NPDES Permit, which include:
* Training for illicit discharge and improper disposal (Part III.A.7.C), spill prevention and response (Part III.A.7.d), and construction site runoff (Part III.A.9.C); and
* Water quality assessment program approved by FDEP including annual monitorin...
