Approval and execution of Resolution for the issuance of Multi-Family Housing Revenue Tax Exempt Bonds in an amount not-to-exceed $7,845,000, to finance the acquisition, construction, and equipping of Carver Park East Apartments, a residential rental community in Orange County, Florida, District 6. Carver Park East Apartments is a 50-unit affordable housing rental development located at 820 S Lee Avenue, Orlando, FL 32805.
PURPOSE:
The proposed development will consist of 16 2br/2ba units with rents at $1,582 or $1,828 and 34 3br/2ba units with rents at $2,025 or $2,111. In accordance with the tax-exempt bond requirements, a minimum of 40% of the rental units will be set aside for rental to persons or families with household incomes of 60% or less of the Area Median Income (AMI). Fifty percent of the units will be set aside for households at or below 80% of the AMI. The remaining 50% will be set aside for households at or below 30%, 40%, and 50% AMI levels. These units will be supported by the U.S. Department of Housing and Urban Development Section 8 Project Based Vouchers administered through the Orlando Housing Authority.
The Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) created a requirement that all industrial development bonds issued after December 31, 1982, for the purpose of financing multi-family housing developments require the approval by the Orange County Housing Finance Authority (the "Authority") and each governmental unit having jurisdiction over the area in which the bond financed facility will be located.
