PURPOSE:
The City of Belle Isle (City) and Orange County (County) have entered into a Settlement Agreement to resolve a dispute regarding operational and maintenance jurisdiction for a segment of Jetport Drive located within the city limits.

On January 20, 2026, the City initiated conflict resolution procedures pursuant to Chapter 164, Florida Statutes, to address a disagreement over whether the annexation of adjacent properties transferred jurisdiction and maintenance responsibility for Jetport Drive from the County to the City. The disputed roadway segment extends from approximately 1,177 feet east of the SR 528 off-ramp to the west section line of Section 31, Township 23, Range 30, with properties on both sides of the roadway located within the City limits.

The City asserted that maintenance responsibility should remain with the County until a formal agreement transferring jurisdiction is executed. While maintaining its legal interpretation of the applicable statutes, the County has agreed in the interest of intergovernmental cooperation to assume responsibility for the operation and maintenance of the disputed segment.

Under the terms of the Settlement Agreement, the County will retain jurisdiction and be responsible for the operation and maintenance of Jetport Drive within the defined segment, including sidewalks, shoulders, medians, pavement, roadbeds, and associated right-of-way improvements. Th...
