Accelerated Transportation Safety Program (ATSP) Mid-Program Update.

PURPOSE:
The Accelerated Transportation Safety Program (ATSP) was established as a five-year, $100 million initiative to accelerate the delivery of transportation safety improvements throughout Orange County while prioritizing the County's Vision Zero goals. The program was developed from key transportation safety elements identified in the 2022 Transportation Initiative Report, including sidewalks, roadway lighting, other roadway safety improvements, and transit improvements. Following individual briefings with each Commissioner regarding project priorities by district and the Board work session to present the program in June 2023, the program framework and funding was approved as part of the FY2023-24 Budget. ATSP funding is supplemental to the County's Capital Improvement Program funding for sidewalks, roadway lighting, and Vision Zero safety initiatives. This program is funded by projected state sales tax revenues.
Since program implementation, the Public Works Department and LYNX have advanced project delivery while adapting to market conditions and emerging safety priorities. In addition, staff has implemented innovative delivery methods that have reduced project costs and accelerated construction to offset inflationary effects and maximize the number of projects that can be delivered within the approved program budget. Public-facing tools, including the ATSP Website and Dashboard, have also been developed to keep residents informed of program progress.
